1. Navigate to repository template

  2. Sign In to GitHub

  3. Above the file list, click Use this template.

  4. Use the Owner drop-down menu, and select the account you want to own the repository.

  5. Type a name for your repository, and an optional description.

  6. Click Create repository from template.

  7. Upload Deluge files from browser (or by using a github client in your local computer).
